CEDEM presented research paper at the third Belgrade Security Forum

BSF 2013Researchers at the Centre for Democracy and Human Rights, Dženita Brčvak and Emir Kalač took part in third Belgrade Security Forum, an event that brings together foreign and regional officials, representatives of non-governmental organizations as well as leading theorists in the field of issues relating to the Balkans.

This conference is organized by the European Movement in Serbia, Belgrade Fund for Political Excellence and the Belgrade Centre for Security Policy, a central theme of this year's forum was: "Is the state under (de)construction? Risks and responses from the Balkans and beyond?"

Within the first day of the conference, there were a number of academic discussions on the transformation of the state and professions in international security, and it was also discussed about regional cooperation, the response of the state and society to the economic crisis, cyber security threats, etc.

Within the framework of second day of the congress, Dženita Brčvakpresented the results of regional research project "Security Community in the Western Balkans - from the Conflict Zone to the Security Community", which was implemented by seven research organizations from the region with support from the Norwegian Research Council (NRC).

The goal of the panel with working title "Overcoming the Gaps in Security Cooperation in the Western Balkans" was to critically examine security practices and cooperation as well as to estimate whether regional interactions can further develop and promote confidence-building and operational effectiveness in providing security. Some of the central questions of the panel were: Which areas of security cooperation and between which countries are delivering the best results for citizens? What are the elements of their success? Which countries and issues are not covered by official inter-governmental cooperation frameworks? Who is benefiting from the gaps in cooperation? Who are the greatest champions of regional cooperation: politicians, security professionals or non-state groups (e.g. crime networks)? Who are the biggest losers? The panel still said Arjan Dyrmishi from Albania, Florian QehajaKosovo, Sonja Stojanovic from Serbia and Kenan Dautović from B&H.
