The project "Strengthening the Institutional Capacity of the Ombudsman in Montenegro for Oversight of the Security Sector" was created to contribute to strengthening the rule of law and human rights in the security sector, with particular reference to strengthening the Ombudsman's institutional capacity to oversee the security sector. Key project activities include: signing a Memorandum of Understanding between CEDEM and the Ombudsman, initial meetings with representatives of all relevant security sector institutions (MoI, MoD, ANB, MoJ, Army), conducting a focus group with Ombudsman staff to map key issues and on the basis of the Needs Assessment, organized trainings to enable employees to carry out research and supervision of any type of abuse. In addition, the Project envisages the writing of two analyzes: i) Analysis of internal regulations in the Police and the Army; ii) Comparative analysis of different models of the Ombudsman and how they supervise the security sector. In the final, a conference will be organized to present the results of the project.

The project is being implemented in cooperation with the Ombudsman Institution and the project is supported by the Embassy of the Federal Republic of Germany in Montenegro.
